Secure Ballots
This section describes a currently available process that can ensure the integrity of several significant vulnerabilities in current US election systems and provide the opportunity for additional enhancements. The solution is compatible with any currently used voting system that produces a paper ballot, or it can be implemented independently.
Eliminated vulnerabilities:
1- There can be no forged or counterfeit ballots across all locations utilizing the system
without detection.
2- No ballot can be counted twice across all locations utilizing the system.
3- Ballots from other voting jurisdictions cannot be scanned and counted.
4- Absentee ballots that are sent out and not returned cannot be counted elsewhere.
Additional enhancements that can be adopted:
1- Improves confidence level of Risk Limiting Audits.
2- Optionally provides voter with a ballot identification or receipt from their ballot that can be
subsequently used to verify their selections and the tabulation of their votes but provides
no connection between the voter and the ballot other than the possession of that ID or
receipt.
3- Provides the ability to audit the actual count of unique votes tabulated to the number of
individuals validated on the voter rolls and to the number of Secure Ballots utilized.
4- Optionally provides the ability to track and correct absentee ballots cast which are
challenged by a verified voter even after absentee tabulation has occurred.
5- If the integrated system is implemented rather than retrofitting to an existing system, any
adjudication needed of inadequately marked ballots would be identified at the time of
voting and adjudicated by the voter themselves.
